The map
Three tiers and one rule. Surfaces talk to reasoning, reasoning stands on the substrate, and the trust plane runs through all of it: requests ride passports downward, receipts come back up, and there is no write path that bypasses the spine. Supervision watches from outside the arrows on purpose.
